Audit Scotland identifies TOM as "area of good practice" "The Office Mentor (TOM) Scheme - TOM helps to reinforce the organisational culture for both new and long serving managers and captures the organisational style. This on-line database provides managers with advice and information on a wide variety of topics e.g. delegation and empowerment. It encourages users to keep a journal of what actions they have taken on specific issues and to self-monitor progress against these actions.
